HKBU Launches Textbook and Mobile App – OpenGov Asia – OpenGov Asia

The Center for Child Development (CCD) at Hong Kong Baptist University (HKBU) announced the release of a textbook entitled Teaching News Literacy and Critical Thinking in the Digital Age and an interactive learning mobile app called “Smart News Rookies” to promote news literacy education among junior secondary students in the upcoming academic year. The textbook will be distributed to secondary schools in September.
Producing the textbook and the mobile app is part of the three-year interdisciplinary project “Promoting Smart and Positive News Engagement among Hong Kong Junior-Secondary School Students: News Literacy Education in the Digital Age” launched in September 2019.
The textbook introduces essential news literacy concepts, such as news values, identification of misinformation on social media, critical thinking in news and privacy protection. The textbook provides a positive impact on news literacy training in secondary education and includes real-life examples and interactive exercises. It was designed to help teachers and students develop the necessary skills to navigate and take control of the news they may come across in the complex news environment and digital landscape.
The project team has also developed a learning mobile app entitled “Smart News Rookies” to stimulate students’ understanding and interest in learning about news literacy. It features five animated videos on the core concepts of news literacy and various interactive activities such as quizzes and surveys. The app is currently available for free download from two leading app stores.
Dr Kelly Ku said that she believed that the textbook and app will be useful in enhancing students’ awareness of the information environment online. She noted that technology has greatly changed the way we receive news information. With the flood of information in the digital age, the skills students learn can empower them to form a good habit of receiving news information, such as identifying fake news on social media.
Meanwhile, Ms Ann Choy, Project Officer of CCD and lead author of the textbook, stated that the materials were very relevant in the current news and media climate. It is hoped that the project provides educators with ideas on how to tackle the issues that students may encounter on social media and provide students with the adequate skills to become smart news users.
In addition to the textbook and mobile app, the project team has organised a series of workshops on news literacy training in seven secondary schools for around 370 students since 2020. Three additional workshops were held for 300 teachers on the news literacy education programme.
To evaluate the effectiveness of the training, the team conducted a research study on 101 participating students. The findings showed that the students significantly increased their awareness of fake news and were less likely to believe fake news after finishing the learning workshops. Some students also reflected on how they were more likely to report fake news to the authorities, filter out false information and alert others.
The findings indicate the usefulness of news literacy and the need to boost critical thinking skills amongst youths in Hong Kong as they receive information in a complicated online news environment.
The project is supported by the Quality Education Fund and was led Dr Kelly Ku, Associate Professor of the Department of Education Studies at HKBU. Other key members of the project team include Dr Celine Song, Associate Professor of the Department of Journalism at HKBU, and Dr Masato Kajimoto, Associate Professor of Practice at the Journalism and Media Studies Centre at The University of Hong Kong.
Vietnam has said it wants to collaborate with the United Nations on digital transformation in both policy formulation and implementation. This was announced at a meeting between the UN Under-Secretary-General and Secretary-General’s Envoy on Technology, Amandeep Singh Gill, and the Permanent Representative of Vietnam to the international organisation, Dang Hoang Giang.
Vietnam is willing to contribute to the UN’s policies and strategies in the field, including an initiative on a global digital agreement in the Secretary-General’s report on “Our Common Agenda”. Vietnam can share experiences with other countries and the UN on ensuring online education during the COVID-19 pandemic to prepare for future crises. Giang stated that he would connect the office of the UN Under-Secretary-General with Vietnamese ministries, sectors, and IT enterprises in contribution to the UN’s digital transformation efforts.
For his part, Singh Gill highly appreciated Vietnam’s achievements in IT development and digital transformation in recent years, especially the government’s implementation of a national digital transformation strategy for 2025, with a vision for 2030. He noted that the UN and Vietnam have a lot of potential for cooperation and plans to strengthen connections with businesses operating in Vietnam’s IT sector.
Last month, a Strategic Framework for Sustainable Development Cooperation (CF) was signed between Vietnam and all UN resident and non-resident agencies in Vietnam for the 2022-2026 period. The framework guides and steers the government and the UN’s collaboration on accelerating progress to achieve the Sustainable Development Goals (SDGs). It highlights the joint commitment to deliver sustainable development for all.
The CF will be implemented at a time when Vietnam has strengthened its post-pandemic economic recovery, responded to climate change, and transitioned to a green, circular economy. The government has also been making efforts to improve institutions and policies to mobilise resources from all economic sectors to develop the country.
According to the Minister of Planning and Investment, Nguyen Chi Dung, together with other development partners, the UN plays an important role in supporting Vietnam in its growth, integration, and strong participation in global progress. It offers policy advice to the government, shares Vietnam’s experience with developing countries, and introduces international experience to ensure a sustainable, green growth economy that balances economic and social development.
Vietnam and the UN have outlined four key development outcomes, namely inclusive social development, climate change response, disaster resilience and environmental sustainability, shared prosperity through economic transformation and governance, and access to justice.
Digitisation will play a key part in delivering services to the public, especially citizens in remote and rural areas. Therefore, promoting e-governance is part of the country’s national digital transformation strategy for 2025. The plan aims to have 80% of public services at level 4 be online. 90% of work records at ministerial and provincial levels will be online while 80% of work records at the district level and 60% of work records at the commune level will be processed online. All national databases including those for population, land, business registration, finance, and insurance will be online and connected, with shared data on a government reporting information system.
Adelaide has been selected as the location for a new 5G Industrial Incubation Lab by a Finnish telecommunications company which is already supporting improvements in safety, productivity and efficiency at Adelaide Airport.
Based at the University of Adelaide, the federally funded 5G Industrial Incubation Lab was first announced in August 2021 following an agreement between the telecom and the South Australia Government’s Department for Trade and Investment.
The Lab is an exciting addition to South Australia’s economy and hi-tech ecosystem with 5G having the potential to contribute $8 trillion to global GDP by 2030 and covering a wide variety of industries, including mining, transport and health.
Opening the 5G Industrial Incubation Lab to a broad set of industries will encourage the development of an ecosystem of technology leaders in Adelaide and further positions South Australia as a true innovation hub for the entire Oceania region.
5G wireless technology has the ability to connect mobile robots, machines, sensors, computers, and people creating opportunities to relay data more rapidly. This, in turn, enables the automation and operation of robots and drones. The productivity improvements resulting from this automation will create significant economic growth in South Australia.
The Managing Director of the telecommunications firm for Oceania stated that the company is proud to bring its 5G technology leadership to South Australia and the exciting new 5G use cases that are being developed at the 5G Industrial Incubation Lab. Through the lab, and together with its ecosystem partners, industries are being shown the benefits of 5G for safer, more efficient and more sustainable operations.
The 5G Industrial Incubation Lab has deployed and commissioned a 5G network at the University of Adelaide, which has been placed inside a shielded room (Faraday cage) to ensure there is no interference with the public 5G network.
The Lab has undertaken three pilot projects supported by Adelaide Airport Limited, South Australian Power Network and the Department for Infrastructure and Transport, underpinned by the expertise of the Australian Institute for Machine Learning (AIML). The projects cover:
Adelaide Airport Limited is one of the lab’s first industry customers. Currently, it is testing a variety of cameras and wearables including the HoloLens camera developed by an American multinational technology corporation. The aim is to determine the optimal 5G bandwidth required to most effectively run remote operations. The results are being used to determine how a 5G scaled deployment can improve the safety and efficiency of Adelaide Airport’s operations, across multiple sites, including Parafield Airport.
For Adelaide Airport, high-definition video streaming will be used for real-time analysis of airport inspection and safety monitoring. Using 5G wireless technology is a future platform for connecting mobile robots, machines, sensors, computers and people, creating opportunities for automation hasn’t been possible on a scale that up until now.
In this way, 5G-enabled networks will be essential for the automation of the world’s physical industries, leading to productivity gains.
The EGM for Technology and Innovation at Adelaide Airport Limited stated that working with the Industrial Incubation Lab has provided us with a much better understanding of the benefits 5G can bring to our airport’s business.
The telecom has already hired two full-time engineers to work on the National 5G Industrial Incubation Lab and further growth is anticipated in line with business demand. It is expected the firm’s expertise in 5G with the Azure Space platform will provide a national unique capability for industrial automation and other critical industries in South Australia. An ecosystem has been established to support and grow the lab’s 5G capabilities. These partners include the Australian Institute for Machine Learning (AIML), MIT bigdata Living Lab, Adelaide Airport Limited, SA Power Networks as well as the South Australian Government among others.
A crowdsourcing tool for solving business problems, the Open Innovation Platform (OIP) connects Problem Owners and Problem Solvers launched by the Infocomm Media Development Authority (IMDA) with the goal of giving Singapore-based businesses access to multidisciplinary talent, knowledge, and technology to speed up their digitalisation efforts.
A physical innovation facility that can support rapid prototyping and other innovation activities, as well as a structured innovation process from ideation to commercialisation, support this platform.
The IMDA’s OIP, now in its fifth year and involving 12,000 solution providers and over 300 problem statements, aims to connect technology companies with organisations that could use new technologies.
Businesses benefit from game-changing solutions, and passionate innovators gain experience working with dynamic organisations such as a wildlife reserve group. With the assistance of the IMDA OIP, the organisation has been able to leverage innovative technology to support various stages of its operations.
The reserve group was able to connect with technology companies through the programme to develop new solutions and improve park operations. These solutions include an intelligent aviary mesh inspection system, environmental monitoring devices, animal monitoring devices, and a staff food delivery system that operates autonomously.
Although these new technologies are still in the proof-of-concept stage, they are expected to improve the park’s operational efficiencies and employee productivity.
Furthermore, IMDA issues Innovation Calls on the OIP every few months, with each Innovation Call containing a set of business challenges from various Problem Owners. Each challenge is accompanied by monetary prizes for winning solutions, which will be chosen based on Problem Owners’ criteria.
The Problem Owner proposes the challenge category, which is then published along with a description of each problem statement.

For both types of challenges, the winning Problem Solver can continue developing, commercialising, and deploying the solution beyond the OIP.
Meanwhile, the Ministry of Communications and Information (MCI) and its statutory boards, as well as the Smart Nation Digital Government Group (SNDGG), awarded scholarships to 107 recipients.
This is the first joint scholarship award ceremony hosted by the MCI and SNDGG families, both of which fall under the portfolio of Josephine Teo, Minister of Communications and Information -who is also the Minister-in-Charge of the Cyber Security Agency and Smart Nation Initiative.
The scholarships are part of a larger effort to develop talent in technology, media, library and archives services, communications, and translation. Six scholarships were given out.
Minister Teo announced the IMDA’s new SG Digital Leadership Accelerator at the recent joint scholarship awards ceremony, with the goal of developing a strong and sustainable local core of digital leaders to drive Singapore’s digital future.
To accelerate their development, IMDA will open doors to opportunities for them to connect with other leaders, learn from the best in the industry, and secure mentorship and career coaching throughout their professional leadership journey.
IMDA has also added a new focus area to the SG Digital Scholarship to develop world-class translational research capabilities in future communications. Post-graduate local students will be given additional support to pursue research and translational projects related to future communications technologies such as 5G and beyond.
The Indian Computer Emergency Response Team (CERT-In) and the Cyber Security Agency of Singapore (CSA) recently successfully designed and conducted the cybersecurity exercise “Synergy” for 13 countries. The initiative is part of the International Counter Ransomware Initiative- Resilience Working Group, which is being led by India under the leadership of the National Security Council Secretariat (NSCS).
The theme of the exercise was ‘Building Network Resiliency to counter Ransomware Attacks’. The exercise scenario was derived from real-life cyber incidents, in which a domestic level (limited impact) ransomware incident escalates to a global cyber security crisis. According to a press release, the specific objective of the exercise was to assess, share, and improve strategies and practices among member-states to build network resiliency against ransomware and cyber extortion attacks.
The exercise ‘Synergy’ was hosted by CERT-In on its exercise simulation platform. Each state participated as a National Crisis Management Team, which was made up of different government agencies including National CERTs/CSIRTs, law enforcement agencies (LEA), communication and IT/ICT ministries, and security agencies. The exercise was successful in meeting its objectives and provided insights for better coordination and cooperation among CRI member states to build network resiliency and counter ransomware attacks.
CERT-In was launched in 2004 by the Department of Information Technology and is currently run under the Ministry of Electronics and Information Technology (MeitY). CERT-In responds to cybersecurity incidents, reports on network vulnerabilities, and fosters effective IT security practices throughout the country. Under the provisions of the Information Technology Amendment Act 2008, CERT-In is in charge of overseeing the administration of the Act.
Established in 2015, the Cyber Security Agency of Singapore seeks to keep the country’s cyberspace safe and secure to power a digital economy and protect its digital way of life. It maintains oversight of national cybersecurity functions and works with sector leads to protect Singapore’s critical information infrastructure. CSA also engages with various stakeholders to heighten cyber security awareness, build a vibrant cybersecurity ecosystem supported by a robust workforce, pursue international partnerships, and drive regional cybersecurity capacity-building programmes.
Recently, CSA announced it launched the Cybersecurity Industry Call for Innovation 2022 (CyberCall 2022). Cybersecurity companies are invited to participate in CyberCall to develop innovative solutions to address specific cybersecurity challenges. This year’s CyberCall is looking for solutions in artificial intelligence (AI) for cybersecurity, cloud security, operational technology (OT)/ internet of things (IoT) security, and privacy-enhancing technologies.
Cybersecurity plays an increasingly important role as the world becomes more reliant on technology. Cybersecurity forms the backbone of a strong digital society, providing a trusted environment necessary to grow digital transformation and the confidence needed to advance digital adoption. Concurrently, strong cyber capability protects the economy from losses due to cybercrimes and builds the foundational capability to grow the emerging digital technology sector.
Reports show that the global cybersecurity market size was valued at US$ 197.36 billion in 2020, and is projected to reach US$ 478.68 billion by 2030, growing at a CAGR of 9.5% from 2021 to 2030.
Localities across Vietnam are accelerating their digital transformation to bolster the tourism sector. In the northern province of Ninh Binh, businesses provide tourism information through websites and the portal of the provincial Tourism Department, the provincial information centre for tourism promotion, and social media platforms.
According to the Director of the provincial department, Bui Van Manh, the region has plans to turn tourism into a pillar of the economy and Ninh Binh into a major tourism hub of the country. It will do this by digitalising the statistical indicator system of the sector using big data while connecting the local reporting system with inter-provincial and national ones.
Manh outlined several tech-based solutions to bolster the sector. These include raising the awareness of state officials and business owners about digital transformation, linking databases with localities, improving the quality of infrastructure and services, offering specific guidelines to localities, and training the workforce as a breakthrough to solve the problems. He said that linking state management agencies on tourism from the local to the central level and travel companies are necessary to develop a smart tourism ecosystem. Industry insiders need to understand that digital transformation is not only about technology but also about management, approaches, and marketing, he said.
In Ho Chi Minh City, the Tourism Department has launched the 2020-2030 smart tourism project. Recently, the city announced it would apply digital technology in management. Under the project, the department is building a database of tourism services and improving experiences for tourists and residents. The Deputy Director of the Tourism Department noted that the city has also launched a smart tourism application for Android and iOS devices and upgraded its portal.
Since the COVID-19 epidemic, the tourism industry has not completely recovered, and the behaviour and trends of tourists have witnessed significant changes. Creating new experiences and unique tourism products through digital transformation solutions, and optimising operations at accommodation facilities is important for the overall growth of the sector.
In August, the Da Nang Municipal Department of Tourism organised a seminar on improving digital transformation capacity and smart lighting solutions at tourist accommodation establishments, as OpenGov Asia reported.
The event was an opportunity for associations and businesses providing services to explore solutions for digital transformation, smart lighting, and convenient and smart technology. The first step in the process of tourism digital transformation is to upgrade facilities and invest in modern equipment for accommodation facilities to meet the needs of personalised experiences.
Many tourist accommodation establishments have focused on smart lighting solutions, which reduce labour, operation, and electricity costs. These solutions boost the competitiveness of tourist accommodation establishments by increasing the quality of customer experiences.
Earlier, in an attempt to increase the variety of tourist self-service tools and information channels, the Da Nang municipal Tourism Department coordinated with a private artificial intelligence (AI) developer to create and pilot Chatbot Danang Fantasticity, the first automatic tourism information search and support channel via text message conversation in Vietnam. Through it, users can learn about a wide range of attraction sites, tourist activities, and entertainment outlets around the city.
The National Library Board (NLB) has created a new mini-book with Augmented Reality (AR) features that will be available in the coming weeks at the Choa Chu Kang Public Library as part of the nature and sustainability offerings in Green Grove.
The mini book, called “Green Grove: Augmented Reality Books,” has excerpts from six books about Singapore’s plants and animals that are in the NLB’s collection and can be found in public libraries. These are:
The image excerpts from the books serve as AR markers that people can scan with NLB’s new AR Books app to see the images come to life in 3D. They can watch dolphins swim, pangolins curl up, kingfishers fly, and more. People may also want to check out the full versions of the books from our public libraries to learn more about the different subjects each book covers.
This is the first mini-AR book by NLB that has been made available online and in public libraries. Patrons can expect to see more content in this new format in the upcoming months as part of NLB’s ongoing efforts to reimagine the libraries and archives under the Libraries and Archives Blueprint 2025 (LAB25) vision of a Learning Marketplace. The next mini-book will include books on famous Singapore locations like Gardens by the Bay and kampongs.
Meanwhile, the Singapore Computer Society (SCS) and the NLB recently signed a Memorandum of Understanding (MoU). They will work together to inspire and enable the public to learn more about information technology (IT), IT trends and innovations, and their application in everyday life through resources on NLB and SCS physical and digital platforms, programmes and events, and SCS members’ support of NLB’s learning communities.
The collaboration of NLB and SCS will complement the national priority of preparing citizens for a smart nation, as well as NLB’s LAB25 Equaliser role in bridging societal gaps and empowering everyone with digital knowledge and skills.
Furthermore, the National Volunteer and Philanthropy Centre bestowed the Champions of Good Award on the NLB in recognition of its unwavering corporate giving and partnership initiatives to create an enriching and vibrant learning community for all.

The Union Home and Cooperation Minister, Amit Shah, recently launched the Central Armed Police Force (CAPF) eAwas web portal. It will help efficiently allot departmental pool residential accommodation and separated family accommodation (SFA) held by the CAPF. The portal will enable the online registration and allocation of residential quarters/SFAs to eligible personnel.
CAPFs is a uniform nomenclature for the six Forces in India, under the Ministry of Home Affairs. The Forces include the Assam Rifles (AR), the Border Security Force (BSF), the Central Industrial Security Force (CISF), the Central Reserve Police Force (CRPF), the Indo-Tibetan Border Police (ITBP), and the Sashastra Seema Bal (SSB).
According to a press release, increasing the housing satisfaction ratio (HSR) for CAPF personnel has been a top priority for the government. To achieve this, apart from constructing new houses, the existing house CAPF allotment policy has been modified. Now, vacant houses owned by personnel of one Force can be allotted to personnel of other Forces. To operationalise the revised policy of allotment and to increase transparency in the process, the CAPF eAwas was launched.
The portal will maintain an online inventory of residential quarters/SFA held by CAPFs, as well as their allotment. The portal will notify the applicant through SMS and e-mail about the various stages of the allotment process. It will also facilitate planning for the construction of new quarters based on demand-gap analyses.
If a house of any Force is not allotted within four months, then CAPF personnel can apply for the same vacant house online. The houses that are available for inter-Force allotment will be visible to all CAPF personnel. This provision of inter-Force allotment will result in the optimum utilisation of available houses and thereby increase the HSR, the release stated.
Over the last few years, India has been developing technology-enabled solutions to support government operations. Portals and websites offer an efficient, transparent, and quick way to deliver public services to the public and government employees. Last month, the Department of Pension and Pensioners’ Welfare (DoPPW) announced an artificial intelligence (AI) and machine learning (ML)-enabled Integrated Pensioners Portal that would link its main portal, Bhavishya, and the pension portals of various banks.
Bhavishya has ensured the end-to-end digitisation of pension processing and payment. It was made mandatory for all central government departments in 2017 and is currently implemented in the main secretariat of 97 ministries/departments. The Bhavishya portal sends automatic alerts to pensioners and enables users to submit input, suggestions, and grievances. Considering that a large number of retirees are from CAPFs who serve in far-flung areas of the country, the software is expected to improve ease of processing, speed, and accuracy. Government officials will intermittently conduct pre-retirement workshops to counsel citizens and learn from their experiences.
Bhavishya 8.0 was released in August 2020 with a new feature to PUSH electronic pension payment orders (e-PPOs) in DigiLocker. DigiLocker is the government’s digitisation online service that allows citizens to store important and official documents. Bhavishya is the first application to use the Digilocker ID-based PUSH technology. 3,892 e-PPOs have been pushed to Digilocker as of June 2022.
